📢 TII Standardards and Guidelines Update – September 2025

Transport Infrastructure Ireland (TII) has published a coordinated set of updates across six key guidance documents, reflecting evolving policy, sustainability goals, and sector-wide engagement. These updates span biodiversity, cultural heritage, environmental documentation, carbon assessment, and design of laybys and other areas.

🐾 Biodiversity

  • RE-ENV-01111 – Biodiversity Impact Assessment Literature Review
Establishes foundational references for the forthcoming BIA Standard. While it has no immediate project impact, it will significantly shape future assessments.

🏛️ Cultural Heritage

  • PE-ARC-02009 – Cultural Heritage Impact Assessment Guidelines
Revised to reflect full sector adoption. The planned PE-ARC-02010 standards document has been discontinued. A key clarification confirms that Section 12 notifications are not required when a Section 26 licence is in place.
  • GE-ARC-01035 – TII Cultural Heritage 2025
Replaces the 2010 “Communicating Archaeology” document. Expands scope to include built, portable, and intangible heritage, aligning with national and international policy and reinforcing public engagement.

🌿 Environmental Documentation

  • A refreshed suite of environmental publications has been moved from the TII Environment section of www.tii.ie  reaffirming best practices across ecological, geological, and landscape disciplines. These include guidance on noise, flora and fauna, invasive species, watercourse crossings, and more.

♻️ Carbon Assessment

  • GE-ENV-01106 – Carbon Tool User Guidance
Updated to align with the latest tool enhancements, including ICE V4.0 emission factors, improved data input flexibility, and new features to support lower-carbon material choices. Outputs now align with PAS 2080 modules.

🚧 Geometry

  • DN-GEO-03052 – Layby Standard
Revised to be consistent with TII Service Area Policy, which was published in 2023. The revised standard introduces clearer guidance on Garda Observation Areas, Emergency Refuge Areas, and Maintenance Areas.
