  • Transport Infrastructure Ireland (TII) has developed the document “Road Infrastructure Safety Management – TII Implementation of the RISM Directive”, which establishes the framework for the implementation of Directive (EU) 2019/1936 on road infrastructure safety management and its transposition into Irish law. This defines a comprehensive and integrated approach to managing road safety on the national road network, incorporating both proactive and reactive measures across the full lifecycle of road infrastructure. These measures include:
    • Road Safety Impact Assessment (RSIA)
    • Road Safety Audit (RSA)
    • Road Safety Inspection (RSI)
    • Network Safety Analysis (NSA)
    • Network-wide Road Safety Assessment (NWA)
    • Temporary Safety Measures Inspection (TSMI)
  • The purpose of this framework is to ensure a systematic approach to identifying high collision locations, assessing infrastructure-related safety risks, and prioritising interventions to reduce the frequency and severity of collisions on the national road network.
  • As part of the implementation of this updated RISM framework, a number of existing TII standards and guidance documents are withdrawn and/or superseded by this new publication;

    • GE-STY-01036 – Network Safety Analysis Procedures
    • AM-STY-06043 – Road Safety Inspection Guidelines
    • AM-STY-06044 – Road Safety Inspection
    • AM-STY-06046 – Road Safety Inspections - Inspection Team Qualifications
  • These documents are now replaced by the requirements and processes set out in Road Infrastructure Safety Management – TII Implementation of the RISM Directive, which consolidates and updates previous practices into a single, cohesive framework aligned with EU legislative requirements.
  • Stakeholders should ensure that all future road safety management activities on the national road network are undertaken in accordance with this new document.
